KATHMANDU: Police arrested seven persons from Kathmandu Metropolitan City-15 on the charge of kidnapping, on Saturday.
They have been accused of kidnapping Pemba Tamang (23) of Dupcheshwar Rural Municipality-1 in Nuwakot, currently living in Phutung of Tarkeshwar Municipality-5, Kathmandu on Saturday.
The arrestees have been identified as Purna Bahadur Waiba (42) of Ghyangle Rural Municipality-2 in Sindhuli, Raju Khadgi (53) of Bafal in Kathmandu-13, Palsang Tamang (41) of Gosaikunda Rural Municipality-9 of Rasuwa, Rajesh Gurung (39) of Mahendra Municipality-7 in Sunsari, Jis Ghale (35) of Thuman Rural Municipality-9 of Rasuwa, Lila Thapa Magar (32) and Shiva Ram Thapa Magar (31) of Doranga Rural Municipality-7 of Ramechhap.
After receiving a report of Pemba Tamang being forced into a vehicle near Makalu Petrol Pump in Kalanki of Kathmandu-14 by an unidentified group, police had deployed a rapid team for the investigation, search and rescue operation. The team found Tamang being held in the house belonging to Arjun Lama at Chhauni of Kathmandu-15 and rescued him.
Meanwhile, further investigation into the case is underway, informed Metropolitan Police Circle, Kalimati.

The Environment and Natural Resources Protection Bill-2019 has stipulated a provision of compensation to any person or organisation harmed by hazardous waste or pollution emitted against the standards set by the government.
As per the bill, if any person or organisation suffered any loss or damage due to pollution, sound, harmful waste or accidental pollution by anyone contrary, the victim may file an application to the concerned authority at local level requesting for an order of compensation from the polluter.
&While examining the application, if it is confirmed that loss or damage has been caused, the executive of the local level shall order such person or organisation or proponent of a project to pay reasonable compensation to the victim depending on the gravity of the harm,& stated section 53 of the bill.
The bill prohibited carrying out any project without getting the environmental impact assessment or initial environmental examination approved by the local level or the concerned agency.
If any person or organisation is found to have committed such offence, the prescribed authorities could punish him/her with a fine ranging from Rs 500,000 to one million rupees, depending on the gravity of the case.
The bill envisioned to protect fundamental right of each citizen to live in a clean and healthy environment, with proper use and sustainable management of natural resources, by maintaining balance between environment and development. It held municipality/rural municipality responsible to protect local environment and demanded citizens to contribute to building environment-friendly society. The executive of the concerned local level could order households or organisations for segregation of biodegradable and non-biodegradable waste at source for their safe disposal.
The bill also prohibited any person or organisations from creating pollution exceeding the stipulated standards, in a manner to cause significant adverse impacts on public life, health and environment.
&No motor vehicles, industrial enterprises, hotels or restaurants shall emit sound, heath, radioactive radiation, wave or waste or wastewater exceeding the limits set by the existing standards,& read the bill.

Chief Whip of Nepal Communist Party (NCP) Dev Prasad Gurung today urged the government to file a review petition at the Supreme Court, against the apex courtrecent verdict in the Ncellcase.
The Supreme Court had given its verdict on August 26 in Ncellfavour, in a case filed by the private telecom against Large Taxpayers& Office, for imposing Rs 62.63 billion as applicable capital gains tax on Ncell, in its buyout deal.
A five-member full bench of the Supreme Court had decided that Ncell was expected to fulfil its capital gains tax liability from 6 February 2019, and not from the date the Large Taxpayers& Office imposed capital gains tax on Ncell.
Ncell is supposed to pay around Rs 45 billion capital gains tax. Nepal Communist Party leader Gurung drew the attention of the government to file a review petition against the Supreme Courtrecent verdict, which could be heard by a grand jury.
A grand jury comprises members more than five justices of the Supreme Court. Lawmaker Prem Suwal of Nepal Workers and Peasants Party said the Supreme Court recently passed an order in favour of Ncell, in capital gains tax issues and the House should form a probe committee to initiate impeachment process against ‘erring judges.&
Lawyers have, however, said there was no chance of filing a review petition against the verdict of the Supreme Court as the case was decided by a five-member full bench. There were no legal ground to file review petition in this case, they said.

KATHMANDU: Dr Sanduk Ruit, senior ophthalmologist, is presently admitted at Norvic International Hospital after being diagnosed with dengue, a mosquito-borne viral infection.
Dr Ruit was admitted to the Thapathali-based hospital after the onset of a fever on Friday morning, informed Kedar Acharya, personal assistant to the doctor.

Acharya further informed that Dr Ruit experienced some discomfort while he was checking his patients at the Out Patient Department (OPD) of Tilganga Hospital on Friday morning and decided to go for a check-up. He was admitted to the hospital directly and his blood sample was sent for test. His treatment began as the test resulted positive for dengue, Acharya said.
He added that Dr Ruithealth is improving and he is expected to be discharged tomorrow which will be confirmed after the doctors check him today.
Dr Ruit helped establish the Tilganga Institute of Ophthalmology and is known for treating financially-challenged patients free of cost. Ruit recently won many hearts when he restored the eye-sight of a 13-year-old boy, Roshan Theeng.
In April 2018, the senior ophthalmologist was presented with Padma Shri, the fourth highest civilian award in India, by Indian President Ram Nath Kovind.
There has been an unprecedented rise in the cases of dengue across the country. Dengue cases have risen in 56 districts across the country. According to the Epidemiology and Disease Control Division, 3,890 patients have tested positive for dengue since July 17 and six of them have died.
As many as 254 people are suffering from dengue in Kathmandu, 32 in Lalitpur, 33 in Bhaktapur and an alarming 1,036 dengue cases have been reported in Chitwan.
Earlier, Minister for Agriculture and Livestock Development, Chakrapani Khanal, had also been infected with the disease. He was admitted to Grande International Hospital in the capital city for treatment.
Symptoms of dengue include high fever, severe headache, pain behind eyes, pain in muscles and bones, rashes and back pain.
